Carl E. Anderson

Carl E. Anderson, II is a practicing attorney with over 30 years extensive experience in counseling small to medium sized closely held companies and non-profit organizations.

Attorney Anderson graduated with a B.A. degree in Political Science, Cum Laude, from Central State University in Wilberforce, Ohio. He received a Masters Degree in Social Work from the University of Pittsburgh. He graduated from Boston College Law School.

Attorney Anderson is a former Partner with the national firm of Arter & Hadden LLP and a former Partner with the Cleveland based firm of Walter & Haverfield LLP, specializing in general corporate and business law, IP (copyright and trademark), finance, civil litigation and public law. Mr. Anderson, as a Partner with Arter & Hadden LLP, served as Chief Legal Counsel to former Ohio Governor, Richard F. Celeste. He returned to Pennsylvania in 2003 at the request of Governor Rendell to serve as the Chief Counsel to the Pennsylvania Department of Banking. Upon leaving the Banking Department, he was affiliated with the CGA Law Firm located in his home town of York, PA and, thereafter, Of Counsel with the York office of Barley Snyder LLC. In 2011 he established the firm of the Law Office of Carl E. Anderson.

He is licensed in PA and Ohio (Inactive). Mr. Anderson was admitted to the GA Bar On MotionWithout Examination on February 6, 2017. He is a member in good standing of the State Bar of Georgia.

He has a working knowledge of the Federal Acquisition Regulations (FAR), Small Business Administration (SBA) and federal Small and Disadvantaged Business (SDB) Regulations. He is counsel to several minority owned companies engaged in federal government contracting. He has handled bid protest matters before the GAO and SBA. He is a former General Counsel to the American Contract Compliance Association (the “ACCA”). The ACCA is a national certification organization that provides training to EEO and minority business development professionals and government administrators.

CURRENT BUSINESS AND IP PRACTICE

Attorney Anderson advises small to medium sized manufacturing, technology and other professional services companies regarding export control compliance under the Export Administration Regulations (EAR) as administered by the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce and, the International Traffic in Arms Regulations (ITAR) as administered by the Directorate of Defense Trade Controls (DDTC) of the Department of State, including export control licensing of foreign nationals.

Throughout his legal career, he has advised small to medium sized companies regarding copyright and trademark protection. In addition, he has handled the registration of copyrights in literary arts, visual arts and sound recordings. He has handled the federal and state registration of trademarks and the international registration to trademarks under the “Madrid Protocol”.

Attorney Anderson represents various technology and professional services companies engaged in software development. He is corporate counsel to and has represented for many years a Texas based company that has developed robotics software and patented enterprise software applications utilizing electronic procedures methodology. This robotics software technology is currently licensed to and utilized by a major multinational automotive manufacturer. The enterprise software is licensed to and utilized by a major oil and gas servicing company and a major petro-chemical manufacturing company. He has negotiated and drafted various forms of software and IP licensing agreements, enterprise software licenses, maintenance and support agreements, software development agreements and master licensing and technical support services agreements.

Attorney Anderson has experience representing entertainment industry clients. Among them, a Cleveland, Ohio based record company, handling A&R matters, negotiating and drafting music publishing and co-publishing agreements with Artists and in-house song writers, and providing general corporate and business counsel. He has successfully prosecuted a copyright infringement case, obtaining a judgment for compensatory damages and injunctive relief. He has issued “cease and desist” notifications regarding alleged copyright infringement and/or misappropriation of trademarks and other proprietary information. And, he has negotiated the resolution and settlement of copyright infringement matters.

Attorney Anderson is married to an Atlanta based producer/documentary filmmaker and former television news anchor. He has worked with independent filmmakers and has handled the negotiation of and drafting of documentary film development and production agreements and related ancillary agreements, including talent agreements and releases, rights acquisition licensing and clearances. He has also provided counsel regarding potential funding/investment in independent film production.
